This source book is based on the materials developed and compiled for the Second European Forum onAccess to Justice held in Budapest on 24–26 February 2005.

The Forum was co-organized by the Public Interest Law Institute and the Open Society Justice Initiative with support from the European Union, UK Government's Safety, Security and Access to Justice Programme, the Open Society Institute, and the Ford Foundation.
