They proceed from the conclusion that there are a number of purposes which monitoring or evaluation may serve and that it may take many forms from simple review of reports to in-depth on-site assessments. Some of the standards apply to all monitoring or evaluation, regardless of its purpose or form. Other standards only apply to certain types of assessment.
