It is based on an extensive analysis of the work of six Public Defender Offices in Birmingham, Liverpool, Middlesbrough, Swansea, Pontypridd and Cheltenham, and of comparative samples of cases drawn from private criminal defence solicitors’ firms in the same areas, primarily over the first three years of operation of the PDS, from 2001 to 2004.
